From what I’ve read/heard, Carl wanted Carl-Philip to be the heir. He was not too keen on having a female heir. When Carl-Philip was born, he automatically became the Crown Prince. But there was already a constitutional reform going through that made Victoria Crown Princess on January 1, 1980. Carl was apparently pretty upset that Carl-Philip was stripped of his title. I think he wanted it the new law to start with any children Carl-Philip would have, rather than stripping the title from Carl-Philip and making Victoria heir.
